KB "Panorama" has developed version 15.5.6 of the . The new version updates the "Land Survey Project" mode, used to establish the boundaries of land plots allocated against a share from land plots in shared ownership. The procedure for preparing a land survey project for a land plot or land plots is established by Article 13.1 of Federal Law No. 101-FZ of 24.07.2002 "On the Turnover of Agricultural Land". The land survey project is drawn up on paper in at least two copies. The form and requirements for the preparation of the land survey project are defined by Order No. 388 of the Ministry of Economic Development of the Russian Federation of 03.08.2011.
To load initial information on plots in shared ownership from the Unified State Register of Real Estate (EGRN), the mode has been improved. Loading of data from a cadastral extract of a land plot according to the KVZU_v07.xsd schema has been added. Based on the reading results, the land plot and all its external contours are plotted on the map. Attribute information about the land plot is recorded in the semantics of the objects. For streaming loading of several files with updating of the general cadastral map, the mode has been improved. For cadastral passports and extracts of land plots, reading of the coordinate system name by its identifier is provided. Since the MSC identifier is unique within a single passport or extract file and may be repeated in other files, this algorithm eliminates errors in establishing the MSC name in different files.
Using the boundaries of the original plots, the design boundaries of the formed plots (allocated against a share) and the modified plots (the remaining undistributed shared ownership) are plotted on the map. Along the external boundaries of all formed and modified plots, an object is created — the boundary of the land survey project. To verify the metrics and attributes of land plots, the mode has been developed, which provides quality control of the cadastral map created according to the survey.v6.rsc classifier. To generate a land survey project, it is necessary to select the object on the map. The program will automatically analyse all objects within it and determine the composition of the original, formed and modified land plots, their external contours and formed parts, including multi-contour land plots and unified land uses. The selection result is displayed in the mode dialog.
The updated "Land Survey Project" dialog displays a hierarchical tree corresponding to the sections of the land survey project, including "Title Page", "Explanatory Note", "Initial Data", "Plots", "Design Plan" and "Text Report". To fill in the general sections of the report, integration with the is provided, which makes it possible to centrally maintain information about contracts, customers, cadastral engineers, supporting documents and approval of the land survey project. The visual control function, when the "Follow" option is activated, automatically moves the map and highlights the plot selected in the dialog tree. Connection of graphic files of the design plan is supported, including an overview image and enlarged fragments. Generation of the final text report in DOCX format according to the established form is performed directly from the dialog with the output of a detailed operation log reflecting the progress of data processing.
After approval of the land survey project at a general meeting of shared owners, information about the formed and modified plots can be registered in the cadastral register using the mode. In the updated mode, the algorithm for searching for adjacent land plots for a multi-contour plot and unified land use has been changed in order to eliminate erroneous identification of the external contours of the plot being refined as adjacent to the same plot.
In the updated mode, the generation of the XML document has been improved with regard to the ChangeParcel element "Information about the original land plot which, as a result of transformation, is retained within modified boundaries" for the method of plot formation "Division with modification".
The new version of the program is available in the Download section.
Specialists from KB "Panorama" have prepared an educational video for cadastral specialists on validating XML documents against Rosreestr XSD schemas. The lesson is devoted to the mode, which is launched in in the section. The tool accesses Yandex AI Studio language models and helps to promptly detect structural violations, type mismatches, schema constraint violations and other errors that may cause an electronic document to be rejected upon acceptance.
The full workflow is demonstrated: selecting the XML file to be validated and the root XSD schema, entering the API key and Yandex Cloud catalog identifier, selecting the text model, launching validation and saving the conclusion. The script independently connects local schemas linked to the root schema via xs:include, xs:import and xs:redefine constructs. First, syntactic validation of the XML is performed, then a request to the service is generated. The waiting time depends on the volume of the document and the associated schemas and may be up to three minutes.
The result is displayed in a structured form. At the beginning of the conclusion, a verdict on the document's compliance or non-compliance with the schema is recorded. For each error, the path to the element in the XML, the actual value, the violated rule and a recommendation for correction are indicated. Warnings are provided separately, including those about missing external schemas and about values that are formally permissible but require the specialist's attention. A brief final summary makes it possible to quickly assess the scope of corrections. The conclusion is saved to a text file and opened in any editor. Credentials and selected model parameters are recorded in encrypted form in the GIS "Panorama" settings file and used on the next launch, so repeated validation is reduced to selecting files and clicking the "Execute" button.
The authors emphasise that the output of the language model is advisory in nature and does not replace certified validation of electronic documents. For preliminary assessment before submitting information, such an assistant reduces the search for reasons for rejection and helps to localise problematic XML fragments without manually parsing the schema through the entire hierarchy of elements.
A continuous process of preparing cadastral documents can be ensured with the help of the "Cadastral Engineer Workstation". The complex covers the path from requesting extracts from the Unified State Register of Real Estate to generating electronic XML files and printed sets of land survey plans, technical plans, maps (plans) and layouts of land plots, so that work does not break down into disconnected operations. In a single window, it is possible to combine the cadastral map, cartographic base, imagery, data from external geoportals and geodetic measurement results, and then validate the created XML against the schemas approved by Rosreestr. The new educational material shows how to supplement this technological chain with intelligent validation and bring the electronic document more quickly to a state suitable for further official validation.
The video material on validating electronic documents for compliance with Rosreestr requirements can be found in the "Video Lessons" section.
Specialists from KB "Panorama" have updated and placed on the geoportal a map of the Republic of Bashkortostan. The map was generated from OpenStreetMap data. To work with the map, you can use the program or other KB "Panorama" software products.
The map has been brought into compliance with the modernised classifier of large-scale plans at a scale of 1:5,000 (map5000m) and saved as a packed project (MPTZ). The MPTZ project includes a digital map covering the territory of the region (country, federal subject, administrative district) and a digital classifier. Updates were placed in the bank of spatial data using the . Publication of the contents of the bank of spatial data on the geoportal and access to the data for downloading are implemented by means of .
Free maps based on OpenStreetMap data are available for download on the "Digital Maps" page.
Specialists from KB "Panorama" have prepared a video lesson devoted to the transformation of vector data and its reduction to a unified coordinate system. The video material examines the operation of the mode within , which makes it possible to georeference a user map in an arbitrary coordinate system to control points with known coordinates.
The full processing workflow is demonstrated — from connecting the initial data and selecting control points to obtaining the transformed map. The user can perform translation and rotation of the map and, if necessary, scaling of objects. As a result, a map is formed that is consistent in position with the reference spatial data and ready for further work.
The technology is in demand when working jointly with materials obtained from various sources. It makes it possible to georeference archival maps, schemes and plans, eliminate spatial discrepancies that arose during manual vectorisation, and also combine departmental data prepared in different coordinate systems.
The mode can be applied in cadastral and urban planning works to combine the boundaries of land plots and territorial zones, in forestry — to reconcile the quarter network and industry maps, in engineering surveys and infrastructure operation — to georeference schemes of pipelines, communication lines, power grids and other objects. In addition, the considered technology will be useful to geodetic and geological organisations, design enterprises, state authorities and local self-government bodies, as well as in the formation of municipal, regional and corporate spatial data funds.
The practical advantage of the mode lies in the possibility of using existing vector materials without re-vectorisation. This reduces data preparation time, makes it possible to preserve previously created geometry and attribute information, and simplifies the merging of heterogeneous materials in a single project.
The video material can be found in the section.
KB "Panorama" has developed version 9.10.0 of the . A new type of spatial data has been added to the program — point clouds, intended for centralised storage, accounting and issuance of laser scanning (LiDAR) materials and associated three-dimensional terrain models.
The exchange formats LAS (LASer File Format), compressed LAZ (LASzip), as well as the internal format of MTD are supported. Data sets are registered in the bank's storage as part of the "Point Clouds" group, accompanied by metadata and displayed on data availability schematic maps alongside vector maps, remote sensing materials, elevation matrices and terrain models.
Point clouds accumulated in the bank can be used in the formation of geo-coverages and the further publication of spatial information for multi-user access. This makes it possible to include the results of laser surveying in a single contour of the spatial data infrastructure — from the receipt and cataloguing of source files to the selection, issuance and display of current territory coverages.
The practical application of the new data type covers a wide range of state and industry tasks. In the field of cadastre and land management, point clouds make it possible to refine boundaries, elevation marks and the actual position of real estate objects. For urban planning and territorial planning, analysis of built-up areas, terrain and object density is in demand when preparing schemes and plans. In forestry, the new data provide assessment of tree stands, monitoring of logging and damage to plantations. A separate area is the prevention and elimination of emergency situations, where the consequences of floods, landslides and infrastructure destruction are promptly assessed. In addition, in the transport sector and in the operation of utility networks, the inventory of roads, bridges, communication lines and housing and communal services objects based on high-precision three-dimensional models is of great importance.
The Bank of Digital Maps and Remote Sensing Data is the basis for building spatial data infrastructure at the federal, regional and municipal levels, in corporate information systems. Within the framework of a unified geoinformation space, the Bank of Digital Maps and Remote Sensing Data implements the collection, storage, quality control, search and issuance of spatial data in exchange formats. Spatial data selected using the program can be placed for multi-user access on the and published according to international standards OGC WFS, WFS-T, WMS, WMTS, WCS on the application server. Users can access the data both from a thin client (using ) and from desktop applications (, ). The Bank of Digital Maps and Remote Sensing Data ensures the construction of a cloud storage of spatial data, provision of access to this data, and automated generation and updating of geo-coverages.
The current state of spatial data is displayed using schematic maps that are maintained for each type of stored data: vector maps, remote sensing data, elevation matrices and terrain models. Remote placement of spatial data sets in file storage, maintenance of versions of stored sets, updating of data availability schematic maps, automated collection and generation of metadata, and formation and updating of geo-coverages are provided. Automated collection and generation of metadata is performed according to the standards ISO 19115:2003, Geographic information — Metadata and ISO/TS 19139, Geographic information — Metadata — XML schema implementation. Reduced copies of data images are generated automatically, file checksums and completeness of data sets are verified. Placement of spatial data in file storage is carried out with integrity verification and control of the structure and content of the data. The results of the work are logged and entered into the metadata database. Automatic backup of metadata and spatial data storage with integrity control and data recovery is provided. A multilingual interface is supported.
Data security is ensured by differentiation of access rights based on security tools included in the operating system. Basic authentication, digest authentication, system authentication (by web server means) and domain authentication (Kerberos or Active Directory) are supported. Additional security is provided by the use of end-to-end authentication when working with the database. Connection to the database occurs with the rights of the user working with the system. The complex is adapted for operation on a wide range of operating systems (Astra Linux SE, Ubuntu, RED OS, MS Windows and others) and architectures (Intel, Elbrus, Baikal). The program is registered in the register of domestic software under number 1862.
The "Bank of Spatial Data" portal demonstrates the capabilities for organising the storage, accounting and issuance of vector maps, remote sensing data, elevation matrices and terrain models. The portal contains vector maps in SXF format generated from open-source data (OpenStreetMap, VMap0). The spatial data includes maps of: federal subjects of the Russian Federation, countries and cities of the near and far abroad. In total, more than 460 vector maps and 6,700 matrix data sets with a total volume of more than 100 GB. KB "Panorama" specialists update and actualise the information on the portal weekly. All published data are distributed free of charge in accordance with a free licence.
The new version of the program is available on the page.
