Complex of maintaining a regional geoportal "Geoportal Region" is intended for conducting bank of spatial data, for publication of digital cartographical information, the data of remote sensing of the Earth (RSE), thematic information from databases, documents, navigational information, organization of remote interaction with the automated control systems, systems of monitoring a state of terrain, management of transport, ensuring of urban-planning problems, maintenance of land cadastre and real estate and others.

Scheme of functioning of complex the "Geoportal Region"

Software of the complex of maintaining a regional geoportal are entered into the Register of the certified information security of the Russian Ministry of Defence and may be used for processing information classified as "secret".

The complex of conducting a databank of digital maps and data of RSE, the GIS Server and the GIS Panorama are adopted on supply of the Ministry of Defence of the Russian Federation as a part of a number of hardware-software complexes. To the design and operational documentation the letter O1 is assigned.

Description of functioning the "Geoportal Region" complex

Geoportal Region

For maintaining the bank of spatial data there is used the Complex of maintaining a databank of digital maps and remote sensing data, which provides storage in the exchange formats of digital vector maps and plans of cities, remote sensing data, scanned maps-materials, matrixes of heights and terrain models, documents. Conducting base of metadata is performed in accordance with the requirements of standards "GOST R 52573-2006. Geographical information. Metadata", "ISO 19115:2003, Geographic information - Metadata" and "ISO/TS 19139, Geographic information - Metadata - XML schema implementation".

Complex of maintaining a databank of digital maps and remote sensing data has means of the automated filling a databank, issue of data by the authorized requests, selection of the data on a given territory with the desired characteristics, preparations of information on data availability and processed requests.
The composition of stored and published remote sensing data may include materials of space and aerial survey of areas, including data from the unmanned aerial vehicles, data of optical, multispectral, radar and laser survey of terrain.

Remote interaction with the automated control systems and information systems can be carried out through GIS WebService SE. There are supported the OGC protocols on the basis of the international standards of series ISO 19100 (OGC WMS, WMTS, TMS, WCS, WFS). Industrial protocols of information interaction on the basis of standards of SOAP and REST are supported.

Program of GIS WebService SE provides performance of requests for displaying (the issuance of tiles) of digital cartographical information, the data of remote sensing the Earth (RSE) and the thematic information. For increase of productivity of performing the requests at the simultaneous accessing to a geoportal of a large number of users it is recommended to place displayed data (tiles) on 4 separate servers by the following categories: cartographical representation of the terrain, remote sensing data, thematic data, cadastral and navigation data. The division into categories is conditional and is designed for a more uniform load distribution onto the services. The cadastral and navigation data is united by a principle of combination of static and dynamic information on one server for load balancing.

Cartographical representation of the terrain is formed in the form of a pyramid of the following types of data: digital geographical map of the area for displaying in scales 1: 500 000 and smaller, digital topographic maps of terrain for displaying in scales from 1: 200 000 to 1: 25 000, digital plans of cities for displaying in scales from 1: 10 000 and larger (more detailed). Territories outside the city at displaying on the scale of 1: 10 000 and larger are filled with the data of digital topographic maps of scale 1: 25 000 or smaller.

Preprocessing of the ready cartographical data for cutting in the form of a pyramid of tiles is carried out by means of the program ImageryCreator. Further at updating the maps and plans for the separate terrain area there is carried out an automatic updating a pyramid of tiles by means of service ImageryService. Tiles are generated in PNG or JPEG format. The volume of tiles in comparison with initial vector maps is increased into tens times and can range from a several gigabytes to several terabyte depending on the sizes of territory and degree of detailed image (a maximum level in a pyramid of tiles). For convenience of managing the published image the individual layers of the cartographical data are cut by individual pyramids of tiles. GIS WebService program can provide access to several pyramids of tiles simultaneously. At a large volume of data and a large number of clients simultaneously requesting data (hundreds and more), it is advisable to install multiple instances of GIS WebService programs and to place pyramids of tiles on several hard drives (pyramid may share a multiple of 4) or servers.

Data of space and air survey of terrain should be prepared in the form of orthophotomaps mosaic. In the presence of data of different resolution (detailing) several layers for display in different scales are formed. Preparation of data for the publication is similar to preparation of the cartographical data.

Initial thematic information can be presented in the form of cartographical materials (schemes of territorial planning, urban development plans, schemes of transport, ecological maps, schemes of electric systems and so on) and in the form of thematic databases (demographic, economic, social, political information about the area, etc.). Ready thematic maps are prepared in the form of pyramids of tiles by layers, as well as the cartographical data. Separately the map legend in the form of a graphic file is formed. The information from databases can have cartographical representation through special service the Panorama SpatialDB Service, which is implemented according to the standard of OGC 06-103r4:" OpenGIS® Implementation Standard for Geographic information ". Cartographical representations of thematic databases are prepared in the form of pyramids of tiles by layers, as well as the cartographical data. At updating of data in a database the service of Panorama SpatialDB Service automatically updates cartographical representation, and ImageryService service automatically updates the corresponding tiles in a pyramid.

Initial cadastral and navigation data can be presented in the form of cartographical materials, in the form of databases or in the form of the remote services supporting OGC protocols on the basis of the international standards of ISO 19100 series. Processing of cartographical materials and databases is carried out, as well as for the thematic information. Data from external web-services is integrated for the publication in program GIS WebServer SE with the data of services which are part of the complex. To this end, in the program of administration the GIS WebServer SE to the individual layers as a source of data the external web-services are assigned.

GIS WebServer

GIS Server provides remote multiuser access to spatial data for the web-services, service centers (Panorama SpatialDB Service, ImageryService) and for users of the program the GIS Panorama GIS Operator and others). Provides automatic conducting magazine of transactions for vector maps (registration of all changes, cancellation of transactions, control of abnormal termination and recovery of data structure after failures, a printing the protocol of work). GIS Server carries out data backup according to options of the program administrator. There is supported the multilevel connection of GIS Servers among themselves for the distributed storage and processing of spatial data with automatic replication, and protection of data. To manage user lists, lists of data, backup, access rights to the data, there are administration tools.

GIS Operator

GIS Panorama provides creation and updating of digital terrain maps by materials of space or aerial photography, construction of orthophotomaps mosaic by satellite images, creation of three-dimensional models of the terrain, formation of thematic maps for display of the applied information from databases, navigational equipment and other sources, support of various projections and coordinate systems, performance of quality check of input data.
