KB "Panorama" has developed the "Cadastral Engineer Workstation" version 15.5. The new version implements automation tools for creating land plot boundary schemes for the corresponding section of the graphical part of the territory map-plan. Tools have been developed for generating information about identified objects and controlling land plot areas in accordance with established requirements.

A new mode "Automatic placement of characteristic points" has been added to the "Geodetic Editor". This mode is designed for automatic formation of land plot boundary scheme elements. The source information for this mode is a map with plotted land plot boundaries, taking into account their status (existing, formed, annulled, clarified or changed). The program implements an algorithm for processing the established composition of map objects presented in the layers "Cadastral Territory Plan", "Survey Plan" and "Registry Error Correction" of the survey.v6.rsc classifier. The cadastral object processing algorithm takes into account the boundary contour status and mutual arrangement of map objects. As a result of processing, point objects are applied to the map - characteristic boundary points, labels for characteristic point designations and labels for cadastral object designations. For characteristic boundary points, the type (plot contour point or capital construction object contour point) and status (existing, new, annulled) are filled in. This information is used when forming point designations. For example, 356У – existing characteristic point of plot boundaries; н124О – new characteristic point of building, structure, or unfinished construction object contour; 356У - annulled characteristic point of plot boundaries.

To determine the inclusion of land plots in settlements taking into account the coincidence of external boundaries of objects of two classes, the "Object Lists" dialog has been improved. To find and mark the above-described type of inclusions, a search option "Inside and touching" has been added. The search result consists of objects from the first list located completely inside objects from the second list or having contour contacts from the inside.

The "Territory Map-Plan" mode has been improved. When generating an XML document and text report in the "Territory Map-Plan" format, sorting of land plots and real estate objects by ascending cadastral number has been added. When generating a text report, the "Other information about the real estate object" section is filled with values from semantics containing information about encumbrances and restrictions on object use. Sections for clarifying information about cadastral objects registered in the EGRN but having no spatial description are formed based on map objects with the "formed" type. In this case, the cadastral object must have the cadastral number semantic filled in.

Sections containing information about characteristic points of multi-contour map objects are separated by lines that include the object's cadastral number and the contour's registration number.

Tools have been developed for generating information on identified objects located within the boundaries of the territory where comprehensive cadastral works are being carried out, for which data is absent in the Unified State Register of Real Estate (EGRN) and for which the persons using them lack documents establishing or confirming their rights (if any). In the "Territory Map-Plan" dialog, elements have been added to the object tree to display information about objects identified during cadastral works. A tool has been implemented to generate a textual report "Information on Identified Objects" in the form approved by Order No. 728 of the Russian Ministry of Economic Development dated November 6, 2019.

Tools have been developed to control the area of a cadastral object and to generate the report "Information on Land Plots with Area Discrepancies." The program analyzes the measured area of a land plot and compares it with the area recorded in the EGRN. If a discrepancy of more than 10% is detected, relevant information is included in the report. Additionally, the program checks whether the plot's area falls within the minimum and maximum allowable sizes specified in the land use and development regulations. The program identifies plots with areas exceeding the maximum allowable or below the minimum allowable and includes the control results in the report.

The "Cadastral Works Database" mode has been improved. The set of information for the cadastral works client, if it is a foreign legal entity, has been updated. The dialog of this mode now includes the fields: "Address," "Registration Number," and "Registration Date."

The "Cadastral Object Attributes" mode has been enhanced. The list of cadastral object classes has been updated based on the object key, and the list of attributes has been refined according to the list of object semantics keys. If the cadastral object class is not defined, the assigned semantics for the processed object are displayed in the dialog elements.

The new version of the program is available for download in the Download section.

Specialists from KB "Panorama" have prepared a video tutorial on loading navigation data in ARINC and AIXM formats into GIS "Panorama" and GIS "Operator". In the reviewed modes, the program offers to select the processing format. After selecting a file, its analysis and structure determination are performed.

The video tutorial demonstrates the data export stages. When loading an ARINC file, depending on the composition, corresponding flags become available in the "Input data composition" field. Data can be loaded to the map completely or selectively by specifying flags on the lines of interest. The "Create obstacles as point objects" flag is considered when importing obstacles and is intended to create all obstacles from the source file as point objects (one point object is built for each coordinate).

When loading an AIXM file, the ability to select multiple source files in the "AIXM File" line has been added. In the multi-mode variant of the program operation, data from each XML file will be saved to separate maps. Additionally, using the "Format (longitude, latitude)" flag, you can change the order of latitude and longitude in the source file, as some coordinate systems transmit coordinate values where longitude is specified first.

The resulting aeronautical charts are processed only with the aeronautical classifier dfc.rscz. The aeronautical classifier is designed to create electronic aeronautical information documents that are used in decision-making processes when planning airspace structure, for route plotting and study, flight engineering and navigation calculations, visual radar orientation, plotting aircraft position lines, determining flight navigation elements, as well as for preparing aeronautical information graphic documents for printing. The classifier has been prepared taking into account the recommendations of the International Civil Aviation Organization (ICAO): "Manual on Aeronautical Charts".

You can familiarize yourself with the training materials in the "Video Tutorials" section.

KB "Panorama" has developed GIS "Panorama" version 15.5.0. The new version of the program provides not only automatic recognition and creation of field plot contours, hydrographic objects, buildings and structures, roads, high-stem forests, undergrowth, clearcuts based on remote sensing data, but also requests and processes address information for automatic filling of object attributes. The composition of tools for map editing, maintaining attribute databases, and performing overlay operations has been expanded. The cadastral and geodetic tasks block has been updated for maintaining a cadastral work database and generating reports such as "Territory Map-Plan", "Building Technical Plan" and others.

The "Automatic Image Recognition" task has added support for obtaining address information for automatic placement of house numbers and street names recognized in images on the map. For this purpose, in "Buildings," "Roads," and "City" modes, users can select the additional option "Label object addresses." Based on integration with the GIS "Panorama" address database (address.gisserver.info), the service fills the following object semantics: for buildings - "House Number" (31202), "Street Name" (31201), "Settlement Name" (3106), "City Name" (31207), "District Name" (3108); for streets and highways - "Proper Name" (9), "Settlement Name" (3106), "City Name" (31207), "District Name" (3108). Also, when generating a vector terrain map, objects with filled address semantics are automatically labeled. House numbers and street names are placed on the map. To download the finished vector map to the user's computer, in the "Automatic Image Recognition" dialog, it is necessary to double-click the left mouse button on the request line in the "Request List" or call the context menu and press the "Open Layer" button. To edit labels on the map if necessary, you can use the "Automatic Label Placement" application task in GIS "Panorama" or configure labeling using the "Object Lists" mode. The "Automatic Image Recognition" task allows processing terrain images in RSW, JPG, TIFF, PNG formats and data from open geoportals. A description of available neural network models and processing costs is provided on the "Panorama Vision" page.

The "View Attributes from Database" task, called by a button on the main panel, has been improved. A button for filtering rows by arbitrarily selected layer objects has been added. A button to reset all filters for the current active tab has been implemented. Buttons allowing adding/removing rows for tables without connection to geo-layers have been added. When saving new rows, all unfilled fields are automatically filled with default values from the database (including primary keys). Color highlighting of rows has been added: green - new rows; yellow - edited values; red - rows marked for deletion. Information output about the absence of a primary key when attempting to edit tables that don't have one has been implemented. Support for tables with composite primary keys has been added.

The "Map Editor" task has been improved. In "Route Network Construction" mode, route geometry control and error map generation have been added, where incorrect routes and calibration points are placed with detected error text added to object semantics.

In the "Classifier Editor" task on the "Objects" tab in "Properties", configuration of linear object adjacency rules has been added. When configuring rules, object types adjacent to the beginning and end of the object contour are selected. Semantics selected from the list of mandatory semantics are used to connect adjacent objects. These rules provide logical connections between map objects for forming networks of various purposes. Examples of such maps include road graphs, pipeline networks, communication networks, and others.

Graph object connectivity is ensured by adjacency rules. Linear arcs of the graph network are connected to network nodes using the semantics "Start Node Number" and "End Node Number". The rules allow ensuring object connections on one or several maps opened in one window. Adding adjacency rules improves the quality of creating special maps and controlling existing maps.

The "Label Construction by Object Semantics" task has been improved. The ability to save established object labeling parameters has been implemented. Creating labels for different map objects often requires various label characteristic options, so one or more parameter sets can be configured for each option. Loading configuration parameters allows automatically generating data necessary for label placement and significantly reducing task execution time.

In the "Map Legend" task, the "General Data List" tab has been improved. The "Select all map objects" mode has been added to the context menu. This mode allows selecting all objects on maps chosen in the general data list.

In the "Object Lists" dialog, the "Inside and touching" search mode has been added. The search results are objects from the first list located completely inside objects from the second list or having contour contacts from inside.

The "Object Selection" task has been improved. The "Copy to another map" mode has been added. This mode allows copying the selected object to another user map. In the "Semantics" tab, the following modes have been added to the context menu: "Show semantics in header" and "Select semantics" for the header. Semantics selection is performed by right-clicking on a row in the table with the required semantics. The "Show semantics in header" mode allows setting or hiding the selected semantics value in the dialog header. If the selected semantics is absent in the object, it will not be displayed in the header either.

The "Panel Configuration" dialog has been improved. The dialog allows creating custom toolbars and filling them with Python scripts and frequently used modes from various GIS application tasks. The GIS application task list in the dialog initially includes "Map Editor," "Map Calculations," "Database," and "Raster Editor." There is a possibility to add new application tasks to the list. For this, the module with the application task must contain a specific set of functions described in the "Application Task Panel Configuration Interface" section of the "Application Tasks. Development of New Modules" document. The "Available Panels and Buttons" block is organized as a tree and displays buttons of the task selected from the list that are available for toolbar modeling. Adding buttons to the user toolbar and changing their sequence is possible with corresponding buttons or mouse dragging. The "Panel Configuration" dialog is called through the program's main menu item - "Tasks - User Panels - Configure." The list of created toolbars is located in the "Tasks - User Panels" section of the program's main menu.

The "Reference System Parameters from XML File" dialog has been improved. When editing an XML file with reference systems, the ability to copy a selected set of reference systems from another XML file has been added. This change significantly speeds up the preparation of working reference system lists. The "Reference System Parameters from XML File" dialog provides configuration of permanent projections and datums in the "Map Passport" task and when setting raster and matrix projection parameters.

Support for the CGCS2000 Gauss-Kruger zone 13 - zone 23 coordinate system (EPSG:4491-EPSG:4501) used for China's territory has been added. This ensures map creation, multi-sheet map formation with standard nomenclatures, and nomenclature grid construction.

The "Map Printing" task has been improved. The ability to enter page numbers for printing has been added. Enumeration of page numbers and page ranges is supported. For example: "1,5,7-12". When selecting pages to print on the scheme using Left mouse button + Ctrl or Shift combinations, automatically selected pages are indicated in the "Pages" field. To restore user-specified pages, it is necessary to select the "Restore user settings" mode. The page input field is located at the bottom of the dialog.

In the "Geodetic Editor" task, a new "Automatic placement of characteristic points" mode has been developed. This mode is designed for streamlined generation of characteristic points and their labels for an arbitrary set of cadastral objects. The program implements an algorithm for processing an established composition of map objects represented in the "Cadastral Territory Plan," "Boundary Plan," and "Registry Error Correction" layers of the survey.v6.rsc classifier. Processing is performed according to an established sequence of analyzing contours of different status and mutual positioning of map objects. As a result of processing, point objects are applied to the map - characteristic boundary points, labels for characteristic point designations, and labels for cadastral object designations.

In the "Cadastral Tasks" complex, the "Cadastral Work Database" mode has been improved. The composition of information for cadastral work customers who are foreign legal entities has been updated. The following fields have been added to the mode dialog: "Address," "Registration Number," and "Registration Date".

The "Cadastral Object Attributes" mode has been improved. The composition of cadastral object classes by object key has been updated, and the list of attributes by the object semantics key list has been clarified. If the cadastral object class is not defined, then for the processed object, the semantics assigned to it are displayed in the dialog elements.

The "Territory Map-Plan" mode has been improved. When generating XML documents and text reports in the "Territory Map-Plan" format, sorting of land plots and real estate objects by ascending cadastral number has been added. When generating text reports, the "Other information about real estate objects" section is filled with values from semantics containing information about encumbrances and restrictions on object use. Sections for clarifying information about cadastral objects registered in the USRRE but lacking spatial description are formed based on map objects with the "formed" type. In this case, the cadastral object must have the cadastral number semantics filled in. Sections containing information about characteristic points of multi-contour map objects are separated by lines containing information about the object's cadastral number and contour registration number.

Tools for generating information about identified cadastral objects have been developed. In the "Territory Map-Plan" dialog, information about objects identified during cadastral work has been added to the object tree. Identified objects are used when generating the "Information about identified objects whose information is absent in the USRRE" report. Tools for generating the "Information about land plots with area discrepancy" report have been developed. The program analyzes the measured area of a land plot and compares it with the area registered in the USRRE. When a discrepancy of more than 10% is detected, corresponding information is inserted into the report. Additionally, the plot area is checked against minimum and maximum allowable sizes. When the allowable size is exceeded, control results are inserted into the report.

The "Building Technical Plan" mode has been improved. When generating XML documents for structure technical plans, the ability to describe changes to individual fragments of real estate object geometry has been implemented. When generating XML documents for building technical plans, support for preserving information about parking spaces located in the building has been added, including creating real estate objects and premises (parking spaces) within them.

The new version of the program is available for download in the Download section.

KB "Panorama" has developed GIS WebService SE version 15.13.0. The new version significantly improves the speed of executing queries to layers with characteristic filters applied from databases by several times. The acceleration is achieved through query processing optimization and data buffering. The service allows configuring restrictions on output objects and semantic characteristics for different users based on settings. A database or configuration file can serve as the source of restrictions. Layer restrictions for users can be applied based on their activity areas, regional affiliation, or other parameters used in distributed systems.

Data export and import capabilities have been expanded. Layer publishing now supports data in SIT, SITX, SITZ, MPT, MPTZ, RSW, TIFF, MTW, RSC, RSCZ formats. Additionally, custom coordinate system processing has been implemented for export to DXF, SXF, TXF, CSV, MIF, and SHP formats, ensuring accurate spatial reference transfer when exchanging data between different systems. Layer publishing on GIS Server has been optimized.

Dynamic label generation has been accelerated when executing GetMap drawing queries. The new version enhances stability, convenience, and performance when working with spatial data as part of corporate GIS solutions.

GIS WebService SE supports all international standards (OGC WFS, WFS-T, WMS, WMTS, WCS, WPS) used for spatial data transmission and display. The program implements the ability to deliver tiles in any custom or local coordinate system. The application supports Windows and Linux platforms and is compatible with Apache, IIS, and nginx web servers.
