    KB "Panorama" has received certificates of compliance for the software products GIS Operator SE (No. 6971 dated May 24, 2024) and GIS WebService SE (No. 6972 dated May 24, 2024), operating under the 64-bit Astra Linux Special Edition operating system versions 1.6 and 1.7. The programs are certified in the information security certification system of the Ministry of Defense of the Russian Federation for compliance with the requirements of the guidance document of the State Technical Commission of Russia, including control over the absence of undeclared capabilities and for compliance with real and declared functionality in the documentation.

    GIS Operator SE is a versatile domestic geoinformation system for security structures. The program is designed for accumulation, storage, automated processing, and visualization of data, calculation results, and forecasts with geospatial reference. GIS Operator SE includes tools for displaying and processing vector, raster, and matrix maps. The application provides users with tools to solve specialized tasks such as modeling the movement of special objects against a 3D model, forecasting the consequences of emergencies at hazardous facilities, monitoring aircraft movement, conducting geodetic and topographic work, processing data from GPS/GLONASS navigation devices, printing spatial data on various output devices, and many others.

    GIS WebService SE is designed to process requests on the TCP/IP network. The service allows for serving vector and raster spatial information. It searches for objects based on semantic characteristics, creates and edits vector maps, performs calculations based on the map, constructs surfaces and road graphs, converts object coordinates from one system to another, creates map legends, and fulfills other requests. The service includes the GIS Application Service for creating tile pyramids based on spatial data. It enables transaction operations to create new objects, update or delete existing objects in the service's datasets, serve spatial data in GML format, retrieve metadata, and provide information on terrain relief.

    Geoportal "Bank of spatial data" has been supplemented with a map of the Republic of Namibia, formed according to OpenStreetMap data. To work with the map, you can use the GIS Panorama Mini program or other software products of KB "Panorama".

    The map was led to the modernised classifier of large-scale plans of scale 1: 5 000 (map5000m). Publishing of updates in bank of spatial data is made by using the program of Databank of digital maps and remote sensing data. Publishing contents of bank of spatial data on the geoportal and data access for downloading are implemented by means of GIS WebServer SE.

    Free maps on the basis of OpenStreetMap data are available for download on the page "Digital maps".

    In the KB "Panorama", the "Workstation of cadastral engineer" version 15.2.4 has been developed. The program includes updated tools for creating cadastral documents. A new mode called "Map (plan) of the object land 2024" has been developed, enabling data preparation, generation of a textual report, and electronic XML document maps (plans) of land management objects in accordance with the requirements of regulatory documents from 2024. To activate this mode, a cadastral map with land management objects marked on it is used. The digital classifier survey.v6 has been updated to maintain the cadastral map, incorporating necessary map objects and semantic characteristics that implement the provisions of Article 32 of the Federal Law of 13.07.2015 No. 218-FZ "On State Registration of Real Estate" (as amended, effective from 01.05.2024). When selecting a map object, the program reads information about the type of land management object and displays only those elements in the dialogue box that correspond to the object type. The values of the semantic characteristics of the object are displayed on the "Object Information" tab. If necessary, a dialogue box "Semantic Characteristics of Cadastral Works Object" can be called to adjust the relevant values. Additionally, the dialogue box contains a "Map (Plan)" tab where values necessary to fill out the map (plan) form are entered.

    The generation of a textual report is implemented in Office Open XML format as per the form introduced by the Resolution of the Government of the Russian Federation dated 30.07.2009 No. 621 (as amended on 17.05.2016) "On Approval of the Form of Map (Plan) of Land Management Object and Requirements for its Compilation". Two types of XML documents are generated: 1) according to the XML schema interact_entry_boundaries_v02, used for generating XML documents sent to the registration authority by state authorities, local self-government bodies in terms of interdepartmental information exchange regarding boundaries, zones, territories for entry into the Unified State Real Estate Register in electronic document form; 2) according to the XML schema interact_map_plan_v01, used for generating an XML document sent to the registration authority by state authorities, local self-government bodies in terms of interdepartmental information exchange regarding the presentation of the map (plan) of the land management object in electronic document form.

    The "Land Survey Plan" mode version 9 has been enhanced with the implementation of recording elements NewOrdinate and OldOrdinate in the XML document section EntitySpatial for the clarified parts of the land plot instead of Ordinate. This improvement enables simultaneous processing of multiple adjacent clarified land plots, each with a clarified part. Information on the document details for access to the land plot has been supplemented, and for the name of the attached file, the element AppliedFile is now generated instead of AppliedFilePDF.

    The "Base of cadastral works" mode has been updated. In the block for editing information about an individual, fields for "Taxpayer Identification Number (INN)" and "Individual Entrepreneur Certificate Number (OGRNIP)" have been added. In the group for information about a cadastral engineer, fields for "Legal Entity OGRN" and "Legal Entity Contact Phone" have been included. On the tab for information about legal entities (performers and clients), government authorities (clients), and foreign legal entities (clients), the option to delete a previously associated representative has been added. The structure of information on cadastral works has been updated: a "Legal Entity Contact Phone" field has been added to the "Performers" table, and a "Signing Date" field has been added to the contract and client relationship table.

    In the "Technical building plan" mode, the procedure for generating an XML document according to version 7 schema has been updated. When recording information about characteristic points of real estate object boundaries, sequential numbering of points on external contours is used. The point numbering methodology in XML corresponds to the order and rules of numbering in the text report. Sequential numbering of points is used for all types of contours of a multi-contour object, including forming, existing, and removed.

    The task "Geodesy Editor" has been enhanced with standardization of dialog appearances such as "Calculate coordinates (direction corner and distance)", "Calculate coordinates (an angular resection(notch))", "Calculate coordinates (linear resection)", "Calculate coordinates (rotary corner and distance)", "Calculate coordinates (linear resection from three stations)", "Calculation of coordinates (method of normals)", and "Calculate coordinates (method of stvors)". Data input fields have been organized to simplify data entry, removing unnecessary elements. In the "Sign Turning Points of Object" mode, when the flag for "copying semantics of the original object to points" is set, copying of service semantics, the values of which are formed based on settings in the dialog, has been eliminated. Now, names of points used for writing to the XML file attribute PointPref are recorded in semantics with code 9 "Own Name". The dialog for "Saving an Image of a Selected Map Fragment" has been optimized for processing selected fragments with a large amount of complex geometry metrics.

    In the KB "Panorama", a GIS "Panorama" version 15.2.1 has been developed for operating systems such as "Astra Linux Special Edition", "Alt Linux", "RED OS", and Ubuntu (20.04, 22.04). The new version includes a task for automatic recognition and vectorization of data from satellite images, aerial photographs, and UAV data. The complex operates on artificial intelligence (AI) utilizing trained neural networks. The task sends a request for image decryption of a selected area or object to the "Panorama Vision" automatic recognition and vectorization service. Initially, the system can recognize the contours of fields, rivers, lakes, seas, and ponds. The task allows processing terrain images in RSW, JPG, TIFF, PNG formats. Original images should have spatial resolution ranging from 2 to 10 meters/pixel. Recognition can be done using both user images and data from open sources. After data processing by the "Panorama Vision" automatic recognition and vectorization service, a layer with a vector map is generated and sent to the client via the WFS protocol. The task is accessed from the Run any Application - the Automatic Creation of Object section.

    In KB "Panorama", GIS Constructor for Android version 1.3.0 has been developed. The new version introduces the capability to import exchange formats of vector data, optimizes working with geospatial portals and functioning under limited available RAM, and includes an additional demo example.

    GIS Constructor for Android supports the import of popular exchange formats. To achieve this, a library of functions has been added to the toolkit, enabling the creation of work areas from vector data in exchange formats (e.g., SXF, TXF, DIR, SHP, DXF, MIF, S57). These functions are utilized for defining work areas on specific territories using a mobile application or exporting data into common exchange formats.

    The updated task of connecting geospatial portals enhances the display of popular third-party spatial data sources (OpenStreetMap, Yandex, KB "Panorama", and others) on mobile devices. Users will experience reduced loading and tile display times. The GIS core automatically assesses device parameters such as core count, RAM size, network bandwidth, to form a thread pool for loading, processing, and displaying acquired information. Multithreaded loading reduces delays when navigating the screen, zooming the map, and executing spatial queries to the geospatial portal.

    In the new version, the functionality of developed mobile applications has been enhanced for scenarios where the data used cannot be accommodated in RAM. When embedded devices or specialized tablets are used, often there is a need to operate the program under limited resource conditions. In cases of memory shortage, the GIS core activates a buffer with limited memory capacity and performs data operations using only this buffer, significantly reducing memory consumption by the GIS application. The program now includes the ability to explicitly set memory usage limits for opening data; upon reaching this limit, this mode will be forcibly activated.

    The demo example included showcases ways to utilize new functional capabilities of GIS Constructor for Android. To facilitate feature expansion, an architecture for asynchronous task handling has been added. This allows synchronous use of screen forms or user interaction handlers, waiting for responses and continuing code execution only after receiving user actions. Users can explore the demo example to understand the implementation of creating, editing, and deleting vector map objects, importing exchange formats, as well as the principles of dynamically updating spatial data from GIS Server or OGC WMS geospatial portals.

    The toolkit includes libraries that implement functions of the MAPAPI interface. Through the cross-platform capability of the MAPAPI interface, a programmer can develop and test GIS applications on a desktop operating system using GIS Constructor available for a set of Linux systems. After debugging on the desktop system, the developer can build the application for the Android OS with minimal changes to the program's source code. The libraries providing access to digital maps within GIS Constructor for Qt Designer are implemented in C++. This allows for creating applications based on them using various programming languages and frameworks, such as Qt or Java.

    GIS Constructor includes the source code of the GIS application "Panorama Mobile", which a developer can use as a foundation when creating their own mobile application. Users of "Panorama Mobile" for the Android OS can collectively display vector maps (topographic, operational situation, marine navigation, aeronautical), matrix, and raster data (Earth remote sensing data). When selecting an object on the map, users can view information about its name, length, area, and characteristics. Users are provided with the ability to determine their current location by coordinates obtained from a GPS/GLONASS receiver. As the user moves, the map window on the mobile device can automatically center on the point with the current coordinates. To record coordinates obtained during movement, there is a track recording mode that creates a separate map and plots the movement trajectory on it. Data with movement records can be copied from the mobile device for further processing in GIS "Panorama" or GIS Panorama Mini.
