    Specialists at KB "Panorama" have prepared a video tutorial on working with the task "Calculation of values of semantics for incoming objects" in the GIS "Panorama". This task allows for analyzing the distribution of a group of objects within selected polygons (area objects) and filling in the semantic characteristics of the polygons based on the results of the analysis. The values of the polygon semantics are determined based on a set of corresponding values of characteristics of the analyzed objects that are either fully or partially within the polygons. This task operates in two modes: semantic calculations and copying semantics from incoming objects to selected polygons.

    The video tutorial demonstrates the functional feature of the task "Calculation of values of semantics for incoming objects". Using an example of an Administrative-Territorial map, the total value of a specified object characteristic inside each polygon is calculated, taking into account the correction coefficient for the inclusion of analyzed objects in the selected polygon. The copying of semantics from incoming objects to polygon objects is performed according to established characteristic codes. In the example data, values of semantic characteristics are copied from point objects to polygon objects (area objects). The tutorial also shows how to use tools for clearing cells and deleting rows in the semantics table through a right-click context menu in the table row.

    In KB "Panorama", a GIS "Panorama" version 15.2.3 has been developed. In the new version, dialogs for object search, thematic mapping, data coordinate system management have been improved, editing tools for maps and quality control have been added, and the task of exporting territorial planning schemes has been updated. In the "Select geoservice from the list" menu, geoservices from Rosreestr, the National Spatial Data Infrastructure, and the Federal Forestry Agency have been added. For Rosreestr service, layers have been added: Digital orthophoto plans of the Unified Electronic Cartographic Foundation (UECF), Digital topographic maps and plans of UECF. For the National Spatial Data Infrastructure service, layers have been added: Digital object schema - open data, UECF, UECF (orthophoto), Orthophoto plans 1:2000, Remote sensing data on the Russian Federation, Cadastre districts, Cadastre regions, Cadastre blocks, Land plots, Buildings, Structures, Unfinished construction objects, Settlement boundaries, Areas with special territory conditions, Territorial zones, Forest districts, Cultural heritage territorial objects, Specially protected natural areas, Hunting grounds, Special economic zones, Areas of advanced development, Water body boundaries, Parcels requiring surveying. For the Federal Forestry Agency service, a layer - Forest district boundaries has been added.

    In the "Map Object Search" dialog under the "Semantics" tab, a validation check has been added for entered semantic values to match the pattern string specified in the classifier, defining acceptable characters such as GUID, cadastral number, and others. For numerical characteristics, a check for belonging to the range of values set in the map classifier has been implemented. In case of mismatch in the entered data, the text string is highlighted in red.

    In the "Lists of Objects" dialog, a feature has been added to label objects in the list based on a selected semantic characteristic. To label the list, the "Label Objects" mode must be activated. Next to this option, the semantic code for labeling is indicated. The selection of the semantic code is done by clicking the left mouse button in that area. By default, the semantic code contains the last selected value. The labeling scale of objects is set within the visibility boundaries of the labeled objects. Objects in the list can simultaneously have thematic highlighting on the map with symbols and labeling based on semantics. Parameters of labeling can be modified using the "Assign a Custom Style" mode.

    When changing labeling parameters or semantic codes, labels are updated (re-labeled) on the map. Labeling parameters and display of thematic layers are saved and restored upon application startup. Management of visibility and display order of the labeling layer is carried out in the "Map Legend" task, under the "General Data List" tab.

    The task of "Exporting Territorial Planning Schemes to GML" has been enhanced. The generated GML undergoes validation against an XSD schema specified in Order No. 174 of the Ministry of Economic Development dated 26.03.2024 regarding organizing works for posting XSD schemas on the official website of the federal state information system for territorial planning on the Internet, used for creating XML documents of territorial planning in electronic form.

    When setting parameters in the "Current Projection Parameters" dialog, information about the current coordinate system of the active document is displayed in the top status bar of the application. By default, the current coordinate system corresponds to the coordinate system of the main map of the document. In the top left part of the status bar, information is shown: "Map Coordinate System". The context menu of the status bar allows for adjusting any projection parameters. If the document contains data (maps, rasters, matrices, geoportals) with different coordinate systems, the menu lists the names of data with different coordinate systems (e.g., "Noginsk", "Google Map"). The new menu enables quick switching to the projection of the selected data type. When selecting an item from the menu, the projection parameters of the selected data type are applied to the document. Information about the selected projection is displayed in the status bar: "Geoportal Coordinate System" or "Raster Coordinate System". The context menu for changing the coordinate system in the document is accessed by right-clicking in the top status bar of the application. The menu also includes options for "Reset Current Projection" and "Set Projection Current".

    In the Map Editor task, a feature has been added to rotate vector symbols that have a single metric point. If a symbol's localization is "Vector," a second point is added to the object. If the symbol's localization is "Point", rotation of such symbols is achieved by adding the semantics "Angle of symbol rotation, insert" (code 31017). Rotation of vector symbols is available in modes such as Move, Scale and Rotate, Rotate Object, Rotate Vector Object, and Tilt Vector Object.

    The task "Creation of passages in settlement" within the automated topographic map generalization complex has been enhanced. This task is designed to create additional linear roadways (streets) on the map in urban areas. The roadways are created in gaps between adjacent blocks and street sides. The new version of the task allows for aligning the created roadways with the boundaries of urban areas. This alignment enhances the quality of subsequent block generalization during the process of trimming blocks with the created roadways. The automated topographic map generalization complex enables automated cartographic compilation of digital topographic maps ranging from 1:50,000 to 1:1,000,000 based on source maps of larger scales.

    In the vector symbol editing dialog for text elements, a property to prevent label rotation has been added. When applying a vector symbol with any tilt angle containing text elements with rotation prevention to the map, the label is drawn from left to right for horizontal labels and bottom to top for vertical labels. The mechanism for selecting symbol elements in the table has been improved: multiple elements can be selected by clicking the left mouse button in the first column. Clicking in other columns selects a single element.

    In the Quality Control of Vector Maps task, a check for points extending beyond the sheet boundary has been added when verifying object exits on the sheet border. Standardizing the extension of linear object contours has been unified into a single algorithm. Segments with points extending beyond the sheet boundary are trimmed. Contour points inside the sheet boundary are extended to the boundary at the nearest distance within the "Frame Exit Threshold" tolerance. Points within the "Frame Consistency Threshold" tolerance are considered extended (lying on the boundary). This unified processing method minimizes the likelihood of contour misalignment during point extension.

    In Pridnestrovie, at the President's instruction, the "Electronic Land Cadastre of Pridnestrovie" has been developed - an information system that covers the entire complex of land plots in Pridnestrovie in digital format and contains a list of information about land plots that are mandatory to be reflected in inventory documents. The "Electronic Land Cadastre" is built on the basis of the "Panorama" geoinformation platform.

    The absence of a centralized information system containing information about land plots of all categories hindered the effective management of land resources. The creation of the state information system "Electronic Land Cadastre" helped to address this issue. After filling the system with necessary information, it will allow government authorities, as well as citizens and legal entities, to promptly use cadastral information for the purpose of managing land resources, protecting lands, establishing land payments, forming the land market, protecting the rights of landowners, land users, tenants, and other rights holders.

    The working group, led by the First Deputy Prime Minister of the Government Sergey Obolonik, was developing a targeted program for the implementation of an automated state land cadastre. It included representatives from the Ministry of Agriculture and Natural Resources, the Ministry of Economic Development, the Ministry of Digital Development, Communications, and Mass Media, as well as city and district administrations of the republic. The head of the Ministry of Digital Development, Alexander Dimitroglo, noted that intensive work on creating a GIS started in May 2021. At the initial stage, they encountered some problems. One of them was software. The choice was between developing their own software, which would prolong the system preparation process, or purchasing ready-made software. The decision was made in favor of the latter.

    The geoinformation platform "Panorama" allows for collaborative use of the desktop client GIS Panorama, server components GIS Server and GIS WebService SE, and the web client GIS WebServer SE, significantly expanding user access to information. Depending on the user's permissions, it is possible to access either the full range of cadastral information or specific data: information on land plot boundaries, land plot category details, and cadastral number information.

    For initial data input into the system, the GIS "Panorama" is used, which has an extensive toolkit for working with land cadastre documentation, preparing plans, drawings, schemes, acts, etc. It allows for attaching necessary documents, customizing the list of information to be entered. Additionally, GIS "Panorama" enables the creation of a variety of thematic maps essential for land cadastre management.

    In late 2023, a completed electronic product was presented on the Minсifra platform. The work was evaluated by a government commission for the acceptance of the GIS led by Vice Prime Minister Victor Taranov. Members of the government commission for the acceptance of the GIS "State Land Cadastre" highly praised the results of the work of the Ministry of Digital Development, the Ministry of Agriculture, and other entities involved in the preparation, presentation, and content filling of the GIS.

    Currently, active data filling of the GIS and digitization of cadastral records are underway. According to the Ministry of Agriculture, information on 33.7 thousand objects that require editing and transfer to the map of the republic is stored electronically. In addition, primarily concerning lands in populated areas, there is information on 3 thousand objects per district in the archives of state administrations in paper form. Simultaneously, work is being done to populate the system with information on primary formations of land plots and current changes in land cadastral documentation details. Currently, the GIS "Electronic Land Cadastre" is being updated with information on the natural, economic, and legal status of lands.

    Specialists from KB "Panorama" have prepared a video tutorial on working with the task "Automatic Recognition Sattelite" in the GIS "Panorama". The task "Automatic Image Recognition" is designed for recognizing and vectorizing data on satellite images, aerial photographs, and UAV data. The application sends a request for image decryption based on the selected area or object to the automatic recognition and vectorization service "Panorama Vision". The video tutorial demonstrates the stages of forming objects according to the type of loaded model and the selection of the output area. To start the processing process, you need to "Send Requisition" for data processing. During the recognition process, in the management dialogue for recognition settings, information is provided about the request status, completion time, processing stage, completion time, and readiness. During recognition, images are automatically uploaded to the server. After data processing is completed, a link to the generated map appears in the "Layer Identifier" field. When opening the map through the request, it automatically appears in the list of available user layers in the geospatial portal list for further use. The layer is provided via the WFS protocol as a vector map. The obtained map can be copied or edited, as well as converted to other formats.     Specialists from KB "Panorama" have created a video tutorial on the capabilities of viewing BIM models in the GIS "Panorama". The mode "List of BIM models" presented in the video material is included in the GIS "Panorama", "Panorama-editor", and other software products from KB "Panorama".

    The discussed task is designed for a detailed view of the 3D geometry of a construction object or a complex of construction objects and the related attribute information of model elements (such as material, article, etc.). BIM (Building Information Model) is an object-oriented model consisting of elements, each belonging to its class - walls, floors, windows, reinforcement, and others. The class of an element defines the set of properties and behavior of the element. In this task, the IFC format is supported - an open standard for representing BIM data.

    To assign a 3D view to a construction object, it is necessary to select the object on the map and, using the "Object Selection" dialog on the "Semantics" tab, specify a link to the file by adding a value to the service semantics "Link to BIM model file". Viewing the BIM model is done by double-clicking on the value of this semantics or using the "List of BIM models" mode.
