The new version of the GIS-core increased the degree of automation of various tasks for processing, displaying and analyzing spatial data for use in technologies of management for various purposes.
To split the set of point signs into groups and display them, the algorithm of an automatic clustering is implemented. In the "Classifier Editor" tools of clusters description are added. Description includes: views of objects relating to each type of cluster, cell sizes vertically and horizontally, semantics code to indicate the current number of objects in the cluster, view of a conventional sign of a cluster, a limiting percent of magnifying the size of a cluster sign and the limiting number of objects, and the limiting number of objects, corresponding to the maximum size of the cluster sign. The cluster symbol can be programmable, that allows you by various ways to set off a type of a cluster and to change properties of a sign depending on number of objects in a cluster (signature of the number, size of a sign, brightness). When grouping in a virtual cluster cell more than one object of a given type, their conventional signs will automatically be replaced by a conventional sign of the cluster, the center of which will have an average coordinate of the objects included in it. When you change the scale, the cluster configuration automatically changes.
Algorithm of creating signatures of objects according to their semantic characteristics is changed. In the task “Navigator 3D”, there is complemented the mode of loading models from the formats Collada, TLS, OC3 into the database of three-dimensional tiles DB3D. For all formats of the original models, the editing the coordinates of the point of the model binding in height and latitude/longitude is supported. When loading several different models into one database file, the specification of the general overall dimensions of all models in the database metadata has been added. The mode of loading models from Collada (DAE) format into the database of three-dimensional tiles DB3D has been supplemented. The ability to change the speed (acceleration or deceleration) of the scenario playback has been added into the modes for setting and playing scenarios of the movement of dynamic objects. This allows you to examine in more detail the individual scenes of the prepared scenario. New mode "Point cloud" for the "Navigator 3D" task is added. This mode is intended for three-dimensional displaying the data of terrain's laser scanning. They are downloaded from LAS files and stored as MTD models. One of such types of data is the dense digital model of a surface created by PHOTOMOD DenseDSM software of the Racurs company. The new mode allows you to display a cloud of points of any volume in a three-dimensional state. The point cloud model can be displayed in its original form or its data is included into the display of the terrain.
Support has been added for displaying data in a volumetric form from geoportals for monitoring vehicle movement, weather changes or other dynamic phenomena. In this case, you can find out the current information about a moving object: exact coordinates, current speed, height (depth) of movement, workload, remaining amount of fuel and other data that an object can give about itself. Aircraft on the map are displayed with various conventional symbols depending on their model, dimensions, seating capacity. For example, from the Flightradar24 geoportal, you can track the position of an aircraft. Aircraft must be equipped with an ADS-B transponder that generates and sends a radio message every second. This message contains the exact coordinates, speed, altitude and other information about the aircraft. The service uses ADS-B receivers installed around the world, which receive information from aircraft and send it to the Flightradar24 server.
Support for GSK-2011 and PZ-90.11 coordinate systems is implemented. The creation of maps in the GSK-2011 system, the conversion of projections and coordinate systems of maps, matrixes and rasters is provided. The new national coordinate systems were adopted by Decree of the Government of the Russian Federation of December 28, 2012 N 1463 "On unified state coordinate systems".
A new type of maps, Topographic PZ-90.11 (Pulkovo2017), based on the use of the ellipsoid PZ-90.11 and the Gauss-Krueger projection, has been added into the "View Passport" task. As system of heights the Average level of world ocean (geoid) corresponding to the EGM2008 model is established. Support for a new type of map is added into the task "Creation of rule". In the dialogs for recalculating and displaying the coordinates of the current point on the map, the coordinate system PZ-90.02 was replaced by PZ-90.11.
In the GIS "Operator" a set of tasks "Forecasting the consequences of emergencies" has been added, which allows you to calculate the parameters of the damaging factors and build a zone of possible damage as a result of an emergency. The emergency forecasting complex provides an assessment of the potential consequences at occurrence of an emergency on a radiation hazardous object, a chemically hazardous object, a dangerously explosive object, and a hydraulic structure. The affected area is marked on the map of the emergency area with symbols that comply with the requirements of the EMERCOM guidelines (GOST R 22.0.10-96).
Classifiers of conventional symbols emercom.v2.rsc and map5000m.rsc are added into the GIS composition. The classifier of conventional symbols emercom.v2.rsc has been developed for the preparation of cartographic information in the field of civil defense, prevention and liquidation of consequences of emergencies by governing bodies, civil defense forces and the unified state system for the prevention and liquidation of emergency situations (RSChS). In the classifier there is implemented a general list of layers, objects and attributive characteristics of objects that provide solutions to problems in the field of civil defense, prevention and liquidation of consequences of natural and man-made emergencies. The emercom.v2.rsc classifier contains the information: about territories, zones, objects, forces and means affecting the problems of organization, planning and conduct of measures for civil defense and the protection of the population and territories; about the forecast and operational situation arising in the course of military conflicts or as a result of these conflicts, as well as during emergencies of a natural and man-made nature; about planning and conducting activities on civil defense, prevention and liquidation of consequences of emergencies of a natural and man-made character. The modernized classifier of large-scale plans of a scale 1: 5 000 the map5000m.rsc is designed to create topographic plans of cities or city plans in the local coordinate system of scales of 1: 5000, which can be used in territorial planning, maintaining the land and property cadastre, in architecture and urban planning. The codes of the Information Cartographic Support approved by the Head of the VTU General Staff of the Russian Federation in 2007 are taken as the basis of object codes.
The list of tasks for automated processing of vector maps is expanded in the task "Map processing by scenario". In the program of correcting the metric of objects a processing of multiranges is accelerated. For example, time of correcting the metric of a test set of maps with more than 3 million objects was reduced from 5 hours to 30 minutes, and about 50 thousand topology errors were corrected. Upon completion of work, the number of corrected errors is recorded into the log "View error". The task is called through the main menu: Tools - Map processing by scenario - Correction of object metrics.
The task of connecting geoportals has been improved. List of connected geoportals is updated. Data from geoportals can be connected as a background to user data for solving various application tasks (validation, printing reports, reconciling data and others). Vector layers obtained by the OGC WFS protocol can serve as initial data. The program supports a monitoring of changes and tracking moving objects in a near-real time mode. If the geoportal or service supports the OGC WFS-T transaction protocol, then the task allows not only to receive, display objects and monitor their updates, but also to edit them, transferring changes to the server to display these changes to other clients. Displaying all geoportals is accelerated. There is added the ability to display and save data from Rosreestr geoportals without duplicating signatures on the screen in various projections, including for local coordinate systems. Displaying the Rosreestr geoportal is significantly accelerated upon repeated calls.
The "preliminary compilation" mode of the task "To locate photos of JPEG on map by GPS-coordinates" has been improved. The specified task is designed to automatically link JPEG photos to the map. The list of formats of processed source data in the "preliminary compilation" mode has been expanded. Loading the project of data of shooting from the UAV is added. The project of shooting's data is a set of JPEG files plus a text file - a list of JPEG photos and GPS-coordinates of points of photographing that correspond to them. The "preliminary compilation" mode allows you to process shooting materials obtained from the UAV. An automatic binding and turn of the photo image by coordinates of the shooting point and the direction angle of the image is carried out. The task "GPS\GLONASS Monitor" has been improved. Ability is added for determining the location by data from the navigation sensor installed in the computer. The new navigation data exchange mechanism is implemented using Sensor and Location platform technology and can operate under the operating system Windows 7 and later. The task "Import of GPS-coordinates in format NMEA 0183" has been improved. There is added the processing of RMC message at import of GPS-coordinates using the NMEA 0183 protocol. The RMC message transmits the recommended minimum of navigation data and contains a set of so-called "PVT" data - "position, velocity, time".

The task of creating titles by objects semantics, taking into account the processing of multipolygons selected on the map, has been improved. A title is formed for each contour that belongs to the multipolygon and is put in accordance with the dialog settings.
"Map Editor" task is improved. In the mode of creating a linear object, a new option "Add to object" is added, which provides a joining of the created contour to the contour of the already existing linear object on the map. The mode of the map editor "Paste & Cut - Cut of polygon object by object" has been improved. When cutting a polygon object, support of multipolygons is added. When an ordinary polygon object is cut, the result is ordinary polygonal ones. When cutting a multipolygon, the result is a multipolygon.
"Select Object" dialog has been improved. In order to increase the information content of the object’s scheme, the color of the contours has been changed in the "Metric" bookmark: for ordinary objects, the main contour now is displayed in blue color, and subobjects - in pink color. In multipolygons, all external contours are displayed in blue color, the rest - in pink. The new color scheme allows you visually to verify the correctness of the subobjects occurrence. On the "Semantics" bookmark, the ability to disable sorting of the object characteristics table has been added. Data will be displayed in the sequence of their addition to the map object. Enabling/Disabling sorting can be done through the "Sort" context menu item.
The mode "Image shutter" is improved. By means of this mode the analysis of various overlapping opaque images can be made by shifting their borders. Possibility to apply the "shutter" for matrixes and geoportals is added. The mode is started through the main menu View/Image shutter.
The task "Saving vector map into file of BMP, TIFF, RSW format" has been improved. The mode of page-by-page saving of the map image to graphic files by page format is added.
GIS "Operator" is an universal domestic geoinformation system for power structures. The program is intended for accumulation, the storage, the automated processing and displaying the data, results of calculations and the forecasts having a geospatial binding. GIS "Operator" contains tools for creating and editing digital maps and city plans, processing the Earth's remote sensing data, performing various measurements and calculations, overlay operations, building 3D models, processing raster data, tools for preparing graphic documents in digital and printed form, as well as tools to work with databases. The application provides users with tools for solving specialized tasks of modeling the movement of special objects against the background of 3D model, a forecasting the consequences of emergencies on hazardous objects, a monitoring the movement of aircraft, a performing the geodetic and topographic work, processing data from GPS/GLONASS navigation devices, a printing the displayed spatial data to various output devices and many others.

New task called "Matrix of depths building" was developed, intended for creating matrixes of depths by a set of sea maps of IHO S52 standard. The creating a depth matrix is carried out taking into account the possible overlap of sea maps of different detail (different scale) to obtain the most accurate description. Imposing of following types of objects of sea maps is taken into account: isobath, depth mark, land area, island, sunken ship, danger, underwater drying rock and others. In the elements of a matrix corresponding to the area of a land, values of depths are absent. Depth matrixes are displayed for clarity using a special palette that corresponds to 32 nonregular depth ranges. The first 16 ranges are intended to display depths up to 20 meters (coastal zone) and they have gradations of 0.5, 1, 2 meters. The remaining ranges are intended to display areas of medium depth up to 500 meters (gradations of 5,10,50,100 meters) and deep-water zones up to 12,000 meters (gradations from 500 meters and more). To automate the formation of a work region from a set of sea maps, support has been added for importing a list of sea maps of the S57 (000) format from a DIR text file, similar to the SXF list.
A new task, "Import of a spatial database", was developed to automate the import and display of large volumes of spatial data from databases. The task allows you to perform a direct connection to the spatial database, specify the parameters of the map being created (EPSG code, classifier, and conventional symbols), specify the necessary tables, and put the spatial objects onto the map using the information from these tables. There is supported an import from the spatial databases working under management of DBMS PostgreSQL and Oracle, which provide access to the spatial data according to standard of OGC 06-103r4: "OpenGIS Implementation Standard for Geographic information - Simple feature access - Part 1: Common architecture".
"Map Editor" task is improved. In the mode of creating a linear object, a new option "Add to object" is added, which provides a joining of the created contour to the contour of the already existing linear object on the map (it is activated by pressing the "U" key). The type (code) of an existing object may not coincide with the type of created one. After adding, the type of an existing object, as well as the direction of digitization and the set of semantic characteristics, do not change. Addition of the digitized section is performed to the nearest end of the chosen object. If the created or existing objects consist of components (subobjects), the contour (contours) of the created object will be added to the existing one as subobjects. The mode of the map editor "Paste & Cut - Cut of polygon object by object" has been improved. When cutting a polygon object, support of multipolygons is added. When an ordinary polygon object is cut, the result is ordinary polygonal ones. When cutting a multipolygon, the result is a multipolygon.
In the "Navigator 3D" task, the mode of loading models from Collada format into the database of three-dimensional DB3D tiles has been supplemented. The ability to change the speed (acceleration or deceleration) of the scenario playback has been added into the modes for setting and playing scenarios of the movement of dynamic objects. This allows you to quickly get the results of the scenario execution or to examine in detail individual scenes.
In the task "Map Computer", the algorithm for creating emptinesses contours not filled with certain objects has been improved. Time of construction is reduced by 10 times, the accuracy of creating emptinesses contours is increased.
"Select Object" dialog has been improved. In order to increase the information content of the object’s scheme, the color of the contours has been changed in the "Metric" bookmark: for ordinary objects, the first (main) contour now is displayed in blue color, additional contours (subobjects) in pink color. In multipolygons, all external contours are displayed in blue color, the rest - in pink. The new color scheme allows you visually to verify the correctness of the subobjects occurrence. On the "Semantics" bookmark, the ability to disable sorting of the object characteristics table has been added. Data will be displayed in the sequence of their addition to the map object. Enabling and disabling sorting can be done through the "Sort" context menu on the "Semantics" bookmark. This allows you to correctly display repeated grouped characteristics, as well as to search in the table for values of characteristics by code or name of the characteristic.
The mode "Image shutter" is improved. By means of this mode the analysis of various overlapping opaque images can be made by shifting their borders. Possibility to apply the "shutter" for matrixes and geoportals is added. The mode is started through the main menu View/Image shutter/matrix and View/Image shutter/geoportal.

The task "Adjustment of isolines and linear hydrography objects" from the group of tasks "Check and correction of data" has been improved. The task automates the adjustment of isolines on the map with the isolines of hydrography, which significantly reduces the complexity of the work. There is added a marking of intersection points of agreed contour lines and rivers to exclude these sections from possible reprocessing. Automatic checking of a deformed isoline arc relative to the river is added to restore its initial position in the event of a deterioration of the state of the intersection place. An isoline deformation control was implemented in the thalweg area to be canceled if an isoline intersection with a river is obtained twice. Additional attempts were added to change an isoline around a thalweg and to mark it for an exception of these areas from possible repeated processing.
The program for correcting the metric of objects has been improved: processing of multipolygons has been accelerated. For example, time of correcting the metric of a test set of maps with more than 3 million objects was reduced from 5 hours to 30 minutes. The program of correcting the metric of objects removes double points and emissions, corrects all types of self-intersections, imposing, intersections of contours and errors in the occurrence of subobjects, which ensures subsequent cutting of data by the specified regions and merge of objects when updating and combining data.
Block of geodesy and cadastral tasks has been improved. The new mode "Base of cadastral works" is developed, intended for conducting information on contracts for the implementation of cadastral works. Input and editing of data on information groups are provided: contract, cadastral engineer, customer and measuring instruments. Elements for quick selection of previously entered information from the cadastral database and insertion of selected values into dialog elements are built into the dialogs "Land survey plan", "Technical plan", "Map (plan) of the land management object".
Dialogue "Technical plan" has been improved, in which the process of entering and filling information about the building and the premises and parking spaces located in it, including for an apartment building, is automated. The boundaries of the building are plotted on the "Drawing of the building" map, and the boundaries of the premises (parking spaces) are plotted on floors plans. At the same time, a separate plan for each floor containing several rooms (parking spaces) is created. The dialog "Reading the cadastral plan of the territory and updating the map" has been improved. There is added a processing of cadastral data according to XML scheme extract_base_params_land_v01 - extract from the Unified State Register of Real Estate on the main characteristics and registered rights to a real estate object (land) in electronic form. When generating a text report and XML document "Land survey plan", an analysis of the type of land was added when filling the section "Information about the measurements and calculations".
In dialog "To print the report in Excel under the metrics of object" the quantity of allowed lines on one sheet has been increased up to 1 000 000. Possibility of displaying information on several selected objects in one file Excel is implemented. New templates for summary reports have been developed: forestry.dot - register of forest land areas, subjects.dot - registry of land intersections of the forest fund with the borders of the subject of the Russian Federation, settlements.dot - register of intersections of lands of forest fund with the boundaries of settlements, zones.dot - register of intersections of lands of forest fund with the boundaries of territorial zones, plots.dot - register of intersections of lands of forest fund with the boundaries of land plots of other categories.
There is added the ability to disable caching on the client disk of raster data opened on the GIS Server. This mode of operation is used at high network speeds and limited disk space on the client.
Classifiers and libraries of conventional symbols for various types of special maps were updated: land survey plans, technical plans, certificates of inspection, public and other cadastral maps, cadastral plans of territories, cadastral passports of objects of capital construction, cadastral extracts on land plots, cadastral extracts of capital construction objects, general schemes for the development of the railway network at the regional, federal and international levels, in the field of civil defense, the prevention and liquidation of consequences of natural and man-made emergencies, and others.
