In KB "Panorama" the "Workstation of agronomist" version 11.12.12 is developed. In the new version there are built-in the controls of using agricultural land, taking into account data of the state cadastre of real estate. The main source of data on registered plots is a single state register of real estate, which includes information on the borders, area, and rights to the recorded land parcels. For control of exclusion and involvement of agricultural land into agricultural production in the "Workstation of agronomist" there are integrated the tools of downloading information from the state real estate cadastre, connection of external data sources from official geoportals "Public cadastral map" and "Atlas of agricultural land". The new mode "Entry of objects" carries out overlay operation of multiple imposing of objects of two classes by the method of intersection. Objects of input classes are defined by two lists: list 1 - the ground areas being on the cadastral registration and the list 2 - borders of contours of agricultural objects. Result of the mode's work are the calculated values of the areas of entering of objects of the list 2 (agricultural land) into objects of the list 1 (ground areas). The program defines multiple entry of objects of the list 2 into the input objects of the list 1 and calculates the area of each occurrence in absolute units, and in percentage of object of imposing. By results of calculations the report is formed for the subsequent use at the internal accounting or for obtaining the statistical inquiry. In connection with privatization of the ground areas, occurrence of a large number of land owners and presence of agricultural producers of various forms of ownership the tasks of farm management stand very keenly. "Workstation of agronomist" allows producers to optimize the internal accounting of agricultural land, and to authorities to organise monitoring of using the agricultural land. Specialists of KB "Panorama" prepared the presentation "Application of geoinformation technologies in urban-planning activity". It reflected an integrated approach to the use of server and client applications in the construction of information-analytical system for the management of urban development of areas. Technological aspects of "Territorial planning and designing" are considered and there are reflected the issues of performance of land-management works for statement on the cadastral registration of borders of settlements, territorial zones and zones with special conditions of use. For "Management of urban-planning activity" and conducting automated ISCAS the use of thematic databases in various fields of territorial administration is offered.
Geoportal
In KB "Panorama" the GIS WebServiсe SE version 9.7.0 is developed for operating systems Astra Linux SE, MSVS, Zarya. In the new version in 10 times there is increased a speed of forming the tile data at the request of OGC WMS and OGC WMTS on the fly. Acceleration is achieved by a multi-threaded data processing and load distribution across multiple cores in multiprocessor systems. Republication of data from other geoportals and geoservices is added. In the new version, as a layer it may be the URL address (reference) to a geoportal or geoservice, located in the Internet URL. Thus, the service will allow to transform request to the tile data in the form of the international standard OGC WMTS into a non-standard, including by protocol TMS. Maps service openstreetmap.org can be an example of such geoportal. GIS WebServiсe SE supports all international standards (OGC WFS, WFS-T, WMS, WMTS, WCS) with which help the transmission and display of spatial data is carried out. In the program the possibility of issuing tiles by any user or local coordinate system is implemented. GIS WebServiсe SE is implemented on platforms Windows and Linux, is compatible with the web-servers Apache, IIS and nginx.
