development tools of GIS-applications for different platforms GIS ToolKit,
system of accounting and registration of landownership (SARL) "Earth
and right", converters for data exchange with other GIS (DXF/DBF,
MIF/MID, Shape, S57/S52 etc.) and specialized applications (communication,
navigation, ecological monitoring and other). Software is certificated in The Federal Agency of Geodesy and Cartography (Roskartographia) and the Ministry of Defence of Russian Federation, and also has stood the State tests in Topographical service of Armed Forces of the Russian Federation.

GIS Server 2011 - is the program, designed to ensure remote access to cartographic data for users of the programs "GIS Map 2011", Panorama Editor, GIS Navigator 2011, GIS-viewer (Panorama Mini 2011) and other programs, developed in the environment GIS ToolKit of version 11 or newer. Placing data on a server provides protection of data against illegal copying and modification. Connection to the server is established via TCP\IP protocol with the use of sockets. List of users, list of data and their properties are stored on the server. Editing the parameters of work for the GIS Server is carried out in program the GIS Administrator 2011. The server provides remote access to the vector maps, rasters and matrixes.

GIS WebServer - universal tool to design geoportals for various purposes.
The application is intended for access to infrastructure of spatial data (the vector, raster, matrix maps, data of remote sensing of Earth and the information from databases). Work with the atlas of maps is provided, which allows to integrate various spatial data. There are functions for scaling, moving, change of the map sizes. Search and filtration of the information in a database, search of objects on a map is carried out: search of objects by name, by areas, the search by the address, search of streets crossroads (for large-scale maps and plans of cities). Provides support for editing the point objects of a map, displaying the tooltips, processing the hyperlinks. Mode of periodic updating the map image allows to create systems of tracking mobile objects. There are available functions for measurement of distances on a map, creations of the user bookmarks, formations of reports, printing a map into a file, the publication of news in RSS format. Interaction with external web-applications through the expanded set of HTTP-requests at formation of geoportals of various purpose. Customizable user interface.
Support of standard WMS OGC (" OGC Web Map Service Interface " - OGC 03-109r1) provides GIS WebServer with the standard international protocol of search, exchange and use of geospatial data.
Provides high speed of displaying a map due to using the mechanism of caching geospatial data by means of web-browser. Preparing data for publication on the Web is carried out by means of program ImageryCreator. It supports various databases: MS SQL Server, Oracle, MS Access; main types of browsers: MS Internet Explorer 5.0 and above, Mozilla/5.0 (FireFox) and above, Opera 7.0 and above. The application is run under the control of Internet Information Services (IIS) in the environment .NET Framework 3.5, is developed on technology ASP.NET with using the components of AJAX Control Toolkit. On the basis of source texts of application the GIS WebServer the toolkit for developing geoportals GIS WebToolKit is created.

GIS WebToolKit - tools for developing geoportals with access to infrastructure of spatial data (the vector, raster, matrix maps, data of remote sensing of Earth and the information from databases) . The toolkit is created on the basis of source texts of application the GIS WebServer . If you need to create your own website or geo-portal, which uses an interactive map and database tables, you can do it by using GIS WebToolKit. Tools of GIS WebToolKit represents a solution for Visual Studio 2008 , the programming language C# . AJAX.NET technology is used for partial data processing on the client side and support of various Web-browsers. Use of GIS WebToolKit assumes knowledge of principles of designing Web-applications ASP.NET in the environment .NET Framework, and also experience of creating and using the client scripts of JavaScript. 16.05.2012 In the GIS "Map 2011" the interface of connecting geoportals is expanded
In KB "Panorama" GIS "Map 2011" version 11.9 is developed. In the new version the complex of geodesy tasks is improved. There is realized formation of the land-use documentation in accordance with the Order of the Ministry of economic development of the Russian Federation from February, 10th, 2012 ¹ 52 "About Approval of the form of the technical plan of object under construction and requirements to its preparation". The software tools are developed, that provide the automated filling of the form of the technical plan of the object under construction in accordance with the requirements to preparation of the technical plan of object under construction. Formation of the electronic version of the document corresponding to the XML-scheme "Technical plan of object under construction" is simultaneously provided. In the new version of program a number of users wishes on improvement of the program interface is realized and the found comments and disadvantages are eliminated. Preparation of the graphic part, the automated filling of the report form and the XML-scheme of the technical plan of object under construction is conducted on the basis of the digital classifier survey.v3.rsc. he digital map classifier terrplan.rsc is developed, which provides preparation of a graphic part of documents of territorial planning, according to the Order of the Ministry of Regional Development of the Russian Federation on January, 30th, 2012 ¹ 19 «About approval of requirements to the description and displaying in documents of territorial planning the objects of federal significance, objects of regional significance, objects of local significance». In a complex with the digital classifier survey.v3.rsc the preparing the town-planning plans of the ground areas and other documents of town-planning activity is provided. The user interface of tools of connecting the popular geoportals is improved. The list of geoportals, including Google, Yahoo!, OpenStreetMap, Virtual Earth, Yandex, is available on the main panel of GIS. The task "Loading of photos from JPEG with coordinates of GPS onto a map" is added for an automatic binding to a map of photos JPEG containing GPS-coordinates of a place of shooting in EXIF-tags. This mode processes photos JPEG received by means of devices (cameras, mobile phones), equipped with a module GPS. At an execution of shooting such devices, into a file of a photo there is added the additional structure corresponding to the format EXIF in which the geographical coordinates of the shooting place is placed, the information about the device, and also various parameters of shooting. In the task the Database the new mode Autosearch is added which allows to mark automatically objects at moving through the records of the table. 11.05.2012 KB "Panorama" has developed complex of maintaining a databank of digital maps and data of remote sensing the Earth
Complex of maintaining a databank of digital maps and data of remote sensing the Earth is intended for storage of digital vector maps and plans of the cities, remote sensing data, the scanned maps-materials, matrixes of heights and terrain models in various formats of storage. On the basis of the Complex of maintaining a databank the warehouses of standards of initial spatial data and temporary archives in structure of technology of creating and updating digital maps and plans can be created. The complex provides obtaining the information about composition and state of the databank, operative selection of materials, formation, processing and realization of requests for obtaining the copies of spatial data, mapping the composition of metadata base on a background of survey maps or data from popular geoportals. The software product the "Complex of maintaining a databank of digital maps and data of remote sensing the Earth" includes a set of programs for work of desktop clients, web-clients and web-services. The base of metadata is implemented on DBMS PostgreSQL. Access to base of metadata is supported by standard OGC WFS. Information on objects of storage is transferred in format GML with automatic formation of metadata by standards of ISO 19115, ISO/TS 19139. Industrial program interfaces SOAP and REST are supported. 05.05.2012 In KB "Panorama" the complex of automated correction and merge of digital maps is developed to form banks of spatial data
Complex of automated checking the quality and correction of digital maps and plans of version 3.0 provides the automated stream processing of digital maps in format SXF with the purpose to bring the digital maps to a single classifier, to automatic correction of topology errors, join of adjacent sheets along lines of a geographical grid and a merge of digital maps into uniform sets of spatial data on regions. The set of the complex's programs provides the automated preparation of input data for formation of federal and regional spatial data bases. Currently, in the state funds of digital maps there are stored maps and the plans of cities created by several tens of different classifiers. In KB "Panorama" the analysis about 50 classifiers is made and tables of code conversion are developed to bring the maps of scales from 1 : 10 000 up to 1 : 1 000 000 to a single classifier. Installation includes tables for classifiers of scale 1 : 100 000. Procedure of recoding the maps, checking the quality and automatic correction allows to process for one call several thousand sheets of maps which have been written down in one folder. The number of the control errors is reduced from several thousand up to several hundred, requiring manual correction. The corrected sheets are processed in procedure of an automatic joining. The ready sheets divided by the given territories, can be merged in procedure of an automatic merge and union into one data set. KB "Panorama" has updated the demonstration projects the "Map of the World" and "Control center". Projects use GIS WebServer 6.3 in new design.
The improved interface increases the usability of GIS WebServer on mobile devices. There is added ability of customizing the interface of search in the table of the Database. Visual effects are added at scaling a map. Documentation on GIS WebServer is adapted for acceleration of the deployment, customization of the application and training the personnel. Documentation includes the Administrator's guide, the User's guide, Guide of program GIS WebAdministrator. The project "Map of the World" shows the possibilities of GIS WebServer for publishing large volumes of spatial and analytical data. The project contains more than 3,1 million objects and 34 gigabytes of matrix data and provides display of the geospatial information without noticeable delays at transferring data to the thin client. Program ImageryCreator is used to preparation of data for publication on Web.
The project "Control center" is intended for monitoring motor transport on the basis of GLONASS/GPS navigation hardware and provides: collecting data from the onboard equipment installed on mobile technology tools (objects of monitoring), the displaying a location of monitoring's objects and their characteristics on a map background. The project is based on the interaction of GIS WebServer and "Programs of monitoring a database and updating a map". The program of monitoring can cache the contents of spatial database in the form of a digital vector map in various thematic conventional symbols. The resulting digital vector map can be accessible to users for viewing and editing through the GIS WebServer, GIS WebService, GIS WebFeatureService, GIS Server together with other data sources. It supports various DBMS and formats of storage, including, Oracle Spatial. For interaction with web-applications there are used the GIS WebService and GIS WebFeatureService which support protocols OGC WMS (OGC 03-109r1 version 1.3.0), OGC WFS (OGC 09-025r1) and standards of ISO of a series 19100. GIS WebFeatureService version 2.0 supports the transactions, protocols REST and SOAP. Services provide construction of scalable platform-independent information systems.
With help of GIS WebServer 6.3 on our site the examples of data imported from OpenStreetMap are published. Examples include maps of Moscow, Belgorod and Estonia. Data are available in section "Products/Digital maps and photos".
GIS WebServer provides access to spatial data in the Internet by means of web-browser on mobile and stationary devices. The product is certified in system of certification of information security.

03.05.2012 Complex of automatic vectorization of images of version 2 processes vegetation, hydrography and a road net
In KB "Panorama" the Complex of automated decoding and vectorization according to data of remote sensing of the Earth of version 2 is developed. The new version carries out an automatic vectoring of a road net, hydrography and vegetation by images of air and space photographing with the permission up to three meters. Automatic vectorization is performed on the basis of recognition of raster areas belonging to the object with use of the patterns digitized by the user. Process of an automatic vectoring consists of preliminary processing a raster, classification, processing of a classification raster, transformation of a raster to a vector and vector processing. The classification is based on the formation of training samples, detecting and memorizing statistical decoding characteristics, including spectral (average color) and textural characteristics (contrast, energy, correlation). For recognition of the areal objects the multiclass classifier is used allowing simultaneously to vectorize several types of objects. The differentiated approach to shadow areas on the image improves quality of contouring on border of areas of different classes. In the program the parallel calculations are used, that considerably increases speed of processing at an execution on computers with multiprocessor (multi-core) architecture. For processing a raster of classification the morphological operations are used - change of a binary state of pixel on the base of state's analysis of its neighbours. These operations include: erosion,increasing, deleting of small areas and filling of small areas. Recognized raster areas are filtered, smoothed and transformed into segments of linear and polygon vector objects. With contours of objects the operations of union, filtration and smoothing are performed. The vector map of recognition results is exported to formats SXF and SHP.

02.05.2012 In GIS "Map 2011" the technology of processing OpenStreetMap data is built-in
On site of KB "Panorama" the description for technology of import of spatial data from OpenStreetMap is placed. Vector maps in formats SHP (shape) or MP (Polish format) can be imported into the GIS "Map 2011" and used in various projects in accordance with the CC-BY-SA version 2.0. On the page Products\Digital maps and photos there are placed maps of open use of the CIS countries, Baltics and regions of Russia in format SXF. Maps are derived from data contained on this website www.gis-lab.info. Company "CISINFO" (Ukraine) carries out monitoring change of maps and their updating in SXF format. Installation of GIS "Map 2011" includes the classifiers of vector maps OpenStreetMap in RSC format and the description of technology. In the GIS "Map 2011" version 11.8.9 there is built-in support of direct access to geoportal OpenStreetMap for display of maps OpenStreetMap together with any other data. Besides, there is supported a direct display of data from geoportals Google, Yandex, Yahoo!, Virtual Earth and others. 27.04.2012 Automated workplace of cadastral engineer prepares surveying plans over maps of Google, OpenStreetMap, Yandex, Yahoo!, Virtual Earth
In KB "Panorama" the "Automated workplace of Cadastral engineer" version 11.8.9 is developed. The new version adds support for popular geoportals that allows to display user maps atop of the images received from sites Google (Satellite), Google (Map), Google (Landscape), Yahoo! (Satellite), Yahoo! (Map), OpenStreetMap (Map), Virtual Earth (Satellite), Virtual Earth (Map), Yandex (Satellite), Yandex (Map) and others. To connect the data from geo-portal as a background image it is necessary to call the dialog the Data list of map from menu View\Geoportal data list, to press the Add button and choose a geoportal from the list. Or on the main panel to choose the button Connect to a geoportal or the button Show data list of map. The program can work in the Navigator mode and supports the connection of navigation receivers GLONASS and GPS. Coordinates coming from the navigation devices, can be plotted in the form of point and linear objects. The automated workplace provides filling the following kinds of land-management documents: Land-plan, Map (plan), Project of land surveying, Technical building plan, Technical construction plan and the Technical premises plan. 26.04.2012 GIS of military purpose "Operator" supports intelligent symbols of operative situation
In KB "Panorama" the GIS of military purpose "Operator" of version 11.8.8 is developed. In the new version the digital classifier of conventional symbols of operative situation redForce.rsc and the library of programmed symbols rscarmy.iml are finalized. Algorithms of mapping the following groups of conventional symbols are changed: Control points, Marching columns, Boundaries, Weapon in view of requirements of the document the Classifier of electronic conventional symbols of operative situation, approved in 2012. New algorithms allow to reduce in several times the number of conventional symbols in the classifier. The conventional symbol of object on a map is automatically formed from a base conventional symbol of the object view in view of a concrete combination of values of semantic characteristics. Such approach reduces time of a choosing the necessary symbol from library and reduces number of the operator errors. Instead of a choosing a picture the operator enters into semantics of object the known to him information about the state belonging, a state, mobility, security, properties of vehicles, arms and so on. Programmable signs themselves determine a view of a suitable symbol. The similar approach is used in the standard of the International Hydrographic Organization to display sea navigation charts S57/S52. 26.04.2012 Company "GISINFO" has sponsored Vinnitsa regional competition on Environmental monitoring
At Vinnitsa national technical university has taken place a solemn meeting on summarizing Vinnitsa regional competition on environmental monitoring among students and pupils which was conducted during March-April, 2012. Competition is held for the first time by Vinnitsa National Technical University (VNTU) together with the Board of Education and Science of Vinnitsa Oblast State Administration and State Administration of Environmental Protection in the Vinnitsa region.
The idea of the contest belongs to d.t.s., Prof. Mokin VB, which not only is the head of one of the departments VNTU, preparing ecologists,
and a member of the Interagency Commission on Environmental Monitoring of Vinnitsa region, Advisor to the Chairman of the State Water Resources Agency of Ukraine, an expert of environmental projects the UN, the European Commission and the OSCE, a member of the River Basin Councils of the Southern Bug and Dnieper.
Company "GISINFO", Ukrainian partner of KB "Panorama", has sponsored this competition. Competition was spent in nominations "The best information filling", "The most comprehensive research", "The best computer implementation". Works both from individual, and from collectives of pupils and students were accepted. Works are devoted to a comprehensive monitoring, development of thematic maps about condition of Environment of the Vinnitsa region, alternative energy, to research of laws of changing a condition and quality of water in the rivers and lakes of the region, recycling of waste, conditions of well water, to modelling and mapping the spread of pollution from emissions of the enterprises, etc. The majority of works contain a binding of data to a map of Vinnitsa region, there are many original researches, ideas and suggestions concerning improving a condition of the region environment. Many works will be of interest for the state ecological agencies of the region. For distribution of first three places among prize-winners of Competition, the second round has been held, where already on the basis of control tasks in the GIS "Native nature" (developed with using the complex of development tools of GIS-applications - GIS ToolKit Free) it was determined who from prize-winners took ², ²² and ²²² places.
24.04.2012 In KB "Panorama" the GIS "Panorama" of version 11 for Linux is developed
KB "Panorama" has developed the GIS "Panorama" for Linux version 11.8.7 for operating system MSVS 3.0, assembling of 10/4/2010. This version supports in full the updated formats of spatial data, the classifiers, new projections and systems of coordinates with which the GIS "Map 2011" can work. Support of access to data through the GIS Server is added. The same spatial data can be displayed and edited in different projections and coordinate systems simultaneously from any number of workplaces. Support of formats RSW and GeoTIFF with compression by JPEG algorithm is added. Onto the order there is increased speed of transfer of raster data from the GIS Servers with an opportunity of simultaneous opening several thousand images, each of which can have the size up to 8 GB. Transmitted data can be cached on the client, as at work in a browser. Means of 3D-modelling and displaying the models in the task "Navigator 3D" are refined. Now you can use three-dimensional models of objects of VRML-format, created with using third party software. Example of a map with 3D-objects loaded from VRML is included into installation. Allocation of memory is optimized at opening several thousand rasters and matrixes simultaneously without slowing down display. (2 300 matrixes in volume of 10 GB occupy less than 0,5 GB memory). The task "GPS-monitor" is improved, which provides processing, storage, display and analysis of the navigational data received from both the GPS, and GLONASS receivers.
